Organisational Structure

Overview

The Ghana Education Service operates through a well-structured organizational framework designed to ensure effective delivery of quality education across the country. The structure comprises three main levels: Headquarters, Regional, and District/Municipal levels.

Headquarters Structure

Office of the Director-General

The Director-General is the chief executive officer of GES, responsible for the overall administration and management of the Service. The office provides strategic leadership and ensures effective implementation of educational policies.

Deputy Directors-General

Two Deputy Directors-General support the Director-General:

  • DDG (Quality & Access): Oversees curriculum implementation, teacher development, and educational quality assurance
  • DDG (Management Services): Manages human resources, finance, administration, and infrastructure development

Key Directorates

Schools and Instruction

Responsible for curriculum development, implementation, and monitoring of teaching and learning processes.

Human Resource Management

Manages recruitment, deployment, training, and welfare of all GES staff.

Finance

Handles budgeting, financial planning, and resource allocation across the Service.

Administration

Oversees general administration, logistics, and support services.

Special Education

Coordinates programs for children with special educational needs.

Partnerships & Affiliations

Manages relationships with development partners and stakeholders.

Regional Level

GES operates through 16 Regional Directorates, each headed by a Regional Director. Regional offices coordinate educational activities within their regions and provide support to district offices.

District Level

Over 261 Metro,Municipal, and District Directorates implement educational programs at the grassroots level. District Directors work directly with schools to ensure quality education delivery.

School Level

Schools are the primary service delivery points, managed by headteachers who report to district offices. Schools are categorized into:

  • Pre-Primary Schools
  • Primary Schools
  • Junior High Schools (JHS)
  • Senior High Schools (SHS)
  • Senior High Technical Schools (SHTS)
